Mimeographed transcription of a letter written by John Winthrop Jr. to the Lords Commissioners on Trade regarding the right of Connecticut to arm itself and choose its own leaders and commanders. The imposing of a general over the men, with the power to lead and carry them out of the colony, will not please the men. If a general is still going to be appointed, Winthrop asks that he can not raise troops or ammunition without the advise and consent of the governor and council of the colony.
