Decree at Groton by Justices of the Peace Stephen Billings & Thomas Avery dated June 17th, 1799, that, at representation of Isaac Avery, wishing to make free his Negro girl Phylis, they have examined into the age and health of Phylis and attest that she is 29 years of age, in good health, she wishes to be free and that they assent to the emancipation. Statement by Isaac Avery relinquishing all rights upon freedom of Phylis. Witnessed by Joseph Allyn and Ebenezer Avery. Recorded by Amos Geer August 24th, 1799. One piece. 8" x 8"
