Summary:
Connecticut and Rhode Island refused to ratify the 18th Ammendment.However, New London with a deep water port and a large Coast Guard base became a region with many encounters with the rum runners because residents were subject to the 1919 Volstead Act. Many types of watercraft were seized and crews arrested as well as thousands of dollars of contraband liquor.
