Text of the address of Alexander Graham Bell, March 10, 1897, before the Committee on Humane Institutions concerning the recommendation of his Excellency Governor Cooke, that "the appropriation of State funds be withdrawn for the Mystic Oral School, and that suitable provision for the State pupils therein be made elsewhere, as the State of Connecticut does not need two schools for the instruction of its deaf wards."
