Summary:
Although Connecticut & Rhode Island always refused to ratify the 18th amendment they were subject to obey the 1919 Volstad Act of liquor control. The unpopular dry law ended December 1933 and so did the government's valiant efforts to control rum runners with their saga chases at sea. In 1933 the Coast Guard had 20 patrol boats active in this area and four destroyers based in New London.
