Summary:
In 1787 the Continental Congress adopted the Northwest Prdonancr, which has been called the third most important document in American history. The ordinance banned slavery and set the process by which territories could be turned into states. The ordinance incluses a "bill of rights" The result of this was Article IV of the Constitution regarding the entry of new states.
